I've never heard that term used except about consensual sex. According to the filing, he agreed not to continue his earlier "inappropriate" behavior if she returned to the job. And there was never any sex between them, unless you believe that his masturbating while on the phone with his subordinate, whom he had the power to fire and ruin the life of, was a "consensual relationship." But if your boss says things like the words below to you, and you have it on tape, "harassment" is a euphemism. This is frighteningly threatening. And if you believed the object of your "harassment" is a consenting party, you would have no need to say this to her: "If any woman ever breathed a word I'll make her pay so dearly that she'll wish she'd never been born. I'll rake her through the mud, bring up things in her life and make her so miserable that she'll be destroyed. And besides, she wouldn't be able to afford the lawyers I can or endure it financially as long as I can. And nobody would believe her, it'd be her word against mine and who are they going to believe? Me or some unstable woman making outrageous accusations.
