I think the "debt limit" is too abstract for voters. They don't seem to react much to deficits either.

The emphasis would not be the "debt limit". The emphasis would be ... this Administration is so fiscally incomepetent that it can't pay it's bills right now and the Treasury is resorting to acounting gimmicks used by companies in bankruptcy court....

incompetent; can't pay the bills; accounting gimmicks; bankruptcy.

Then you can throw in that they hide it from the people by sending Congress off to recess without doing anything.
