Russia has strained relations is a more accurate statement. Russia along with France & Germany used common theivery when Saddam Hussein bribed them with Oil for Food funds. They cared not that Hussein was taking food out of Iraqi childrens' mouths to callously place in those axis of weasels' pockets.
Russia's actions rendered them untrustworthy, why worry about the opinion of common thieves?

NO, IMO you are wrong again. Russia strained relations with the USA and perhaps they are trying to correct their errors...slowly.
