I do not recall Bush ever being up by 7 to 13% in 2000, at least after September 1. Zogby had Bush and Gore in a dead heat at the end. Bush may have been up a point, I don't recall. If you have a link that has the final poll numbers I would be interested in seeing it. I have made a couple of half-hearted unsuccesful searches.

Also remember that Bush got hit by an October surprise -- his DUI -- during the last week of the race. He probably lost 2 or 3 points after the disclosure. The undecided voters, which generally break for the challenger, broke for Gore. This year Kerry make pick up 2 points at the end from the undecided. Bush needs to be up by 3 points at the end.
