David, Bush has not tried to "manage" the business cycle. Interest rates are much better at that.

Actually, every president has a hand in "managing" the business cycle. As for interest rates, even that isn't immune to the law of unintended consequences.

Meanwhile, JF's strawman brings up an interesting point:

During an economic boom, Republicans are for a tax cut because the government doesn't need the money, so it should be returned to the people. Democrats are for expanded social programs, because the government can now afford it, and society ought to spread the wealth around.

During a recession, Republicans are for a tax cut because the economy needs to be jump-started. Democrats are for expanded social programs because the "poor" are hardest hit by a recession, and they really could use the support.

Personally, I prefer tax cuts over expanded social programs, since it seems the latter always fosters a culture of dependence and entitlement. But heck, I'll take paying down the debt over tax cuts once we have a strong, steady economy. Unfortunately, Fleck might be right in saying that whoever wins in November ... loses.

No, they are not; not when they cause a deficit. Lot's of your heros raised taxes, Bush (read my lips) One, Reagen (after he lowered them, sounds a bit like Kerry's voting against it after he voted for it). There is an issue of responsibility to future generations. Most Presidents take it seriously, the current Bush does not.
