It's obvious Kerry plans to reinstitute the Draft. He's the candidate who has stated he will add 2 divisions to the military. Where will Kerry's additional troops come from? Evidently the senator has decided to bring back the Draft but is lying about his intentions.

P.S. I've not seen any news reports about the 17 guardsmen, possibly it's a bogus story.
