I think racism played a role here - an obvious role considering American policy toward non-whites at the time.
That, and economic gain for others.

Prior to Pearl Harbor, the Japanese were not held in camps.
But why would they have been? We're really not talking "Japanese" here- -foreign nationals. We're talking US citizens. It is common to intern nationals of a nation you are at war with. But legally, a US citizen has to be charged with a crime to be held. Their only "crime" was Japanese ancestry- -and that's not a crime.

After Pearl Harbor about 700 were arrested. They were clearly arrested in response to Pearl Harbor.
Fine. What crime were they charged with?

Germans and Italians didn't bomb us.
Germany and Italy declared war on the US. German submarines sank US flagged ships and warships. What more do you need if Pearl Harbor was adequate?

So it was natural to focus upon them and few others.
What "few others"? The Japanese-Americans are the only ones I know who underwent mass internment. AND, as E pointed out, they were NOT interned in Hawaii, where they made up the largest percentage of the population of any state in the Union and which was clearly in the war zone, and where they therefore presented the greatest danger.
