Your ignorance is stunning and your duplicity obvious. Clinton's launch of cruise missiles into Afghanistan was attacked by right wing Republicans as an effort to shift focus away from the FAR MORE SERIOUS matter of Monica Lewinsky. In addition, they accused him of focusing too much on Bin Laden, who, they said, was only one person. And when Clinton sought to increase WHite House security by closing off PA Ave, he was accused of being an hysteric. You were probably among the critics at the time.

Clinton came within a few hours of getting OBL with those 80 rockets and that WAS BEFORE 911. The Republicans, salivating over Monica, prevented Clinton FROM DOING HIS JOB by saying it was all WAG THE DOG. I blame the Republicans DIRECTLY for 911. That includes those during the Clinton admin AND those during the Bush admin. Clinton came closer than Bush ever did to getting OBL. Remember, Bush FLIP-FLOPPED about OBL AND he lied about it during Debate 3. Get some facts on your side before you make wild accusations.
