Maybe they don't want to spend because the oil is in far to reach, unstable places or they think the current high price will kill the economy and drive oil demand down. Maybe they are sick and tired of regulations that can stop a project dead in its tracks.

I just read in the WSJ about a little company in Texas managing virtually depleted oil wells. Their portfolio consists of 40 wells all producing <10 barrels per day.

I guess that's where the saying scraping the bottom of the barrel comes into play.
