Actually I don't, can you point it out to me

Please try to differentiate between National Debt, and National Budget. The Debt reflects what we owe to other countries. The Budget is based on tax revenues. The surplus I referred to actually occurred, surprisingly enough, when tax revenue exceeded Government spending (~’98-2000).
