Condi Rice under sworn testimony stated the 8-6 memo to the prez was entitled "Al Qaida determined to strike inside US" and listed hijackings as the most likely means. Kerry's three senate speeches about security from 1999-2001 all argued that the #1 threat was from a terror cell using WMD's inside the US, arguing for less funding of SDI and more counter-terror funding. Check out the senate records. The speeches aren't easy to find but I've posted them all on SI over the years.
