That appears to be about the size of it, or at least it's the same theory which seems to work for crooked CEOs. On the other hand, there's enough evidence in the public domain to suggest they had available a huge body of information to the contrary which would have made that "belief" absurd. While in the minority today, there are still many people who believe Iraq has WMDs. People have a right to be wrong.

Should the leader of perhaps the most powerful country in the world be held to a higher level of accountability than some bare foot wretch in a trailer park? I'd certainly agree with anyone who thinks so. There certainly is no justice served in holding him to a lower level of accountability. The real issue is the total immunity from prosecution these people enjoy in America today. Your crooked Texas CEO would almost certainly be faced with suits in a deception of the magnitude of that perpetrated against the American people in regard to Iraq. He might get off the hook, but at the very least he would be forced to defend his actions
