?? I've never heard this before. There was no mention of a second resolution in 1441. Look, you said that 1441 called for serious consequences. It did not. It certainly did not authorize war. Is called for inspections and reporting back to the UN by UNMOVIC. Powell tried very hard to get a clause in 1441 that called for consequences and the security council would not sign it.
