Look, you said that 1441 called for serious consequences. It did not. It certainly did not authorize war. Is called for inspections and reporting back to the UN by UNMOVIC. Powell tried very hard to get a clause in 1441 that called for consequences and the security council would not sign it. Hence a second resolution implied. In fact, Powell tried after 1441 to get a second resolution passed. That also failed. Powell could not get a simple majority.
