The whole incident shouldn't have happened as the boats were equipped with radar to detect sanpans long before they got really close like that one did. By the time that one got that close and no alarm was sounded by whoever was watching the radar scope, it was too late. Gardner could have fired across the bow, but in close quarters and other incidents of bombs being tossed on board, not enough time to take a chance I suppose. Whoever failed to sound the alarm is to blame for that incident. The after action report tried to cover up the incident as well.
