Even reform minded politicians find it difficult to trim anything. The bureaucrats have way of foiling attempts to eliminate their disfunction. Business people who do not keep costs down find their function eliminated by market forces. Government people who don't increase their costs every year find themselves behind the curve as other departments grow faster. Sound like a good plan?
