WOW! You should think about what you just said. Flush free market down the toilet.

He talks about putting them on a federal program, but what if they prefer to buy their own insurance? Why does he want to force people onto a federal program, who want to simply have the right to buy their own insurance.

Actually, he's said quite clearly that it is voluntary.

"Federal Program" is misleading. The Federal government offers it's employees access to many private sector health insurance plans. The Feds obtain group rates with all of these companies. But the employees sign up with the insurance co, the government only processes the initial sign up material, after that insurance claims are done directly with the insurance co.

There are some reasons why the government would cover catastrophic costs.

Amy... Insurance companies are generally regulated by the states, not the federal govt.

While legislation could be enacted to require insurance companies to accept all individuals, what happens if too many sick people apply to the same company? It would need to raise rates to cover the costs or go bankrupt.

Kerry's plan essentially would do two things:

First, the federal gov't would cover catastrophic costs, the kinds of things that really kill insurance companies. In effect, the federal govt would act like a Lloyds of London, an insurer of the insurers. That should reduce premiums about 10 - 15%.

The second is that the 47 million uninsured would be treated as a "group" and permitted to apply for the same coverage obtained privately (via many different companies) by federal workers. It's not a federal program. The only thing changing is that if a company wants to do business with federal employees, it has to offer you, a private individual, the same plan at the same rates as it offers your congressman and other federal employees.

The nuts and bolts need to be worked out, but it's nothing like the current convoluted flowchart propaganda being broadcast by the Bush campaign.
