And they have to decide clearly whether anti-Semitism specifically means anti-Jewish and not anti any Semitic person and, most importantly, not anti-Zionist or anti-Israel. Of course, if it's left to the ADL or the Likud government to decide arbitrarily who the offenders are then they will have to arrest all the Arabs, including the Palestinians, most of Islam, a good piece of Christianity and probably half of world Jewry. It will certainly keep the US busy for some time. And also the US taxpayer!
