Could be complements of Karl Rove & Co. -- I expect them to use ANY tactic possible to win the election...Breaking laws have never slowed them down before.

It is a disgrace that a technologically advanced country such as the US should have such problems. Bush is out there trying to spread democracy elsewhere but he has cracks in the system in his own country.

I thought that it was only in the case of police stations, fire stations and schools which were opening in Iraq at the expense of school, fire station and police station closures here at home. Did not expect that our voting system would also be in decay under Bush. Wonder why he did not bother to improve it after the 2000 fiasco.
