I think they're coming from a sexist-religious perspective. Of course some Republicans don't really care either way, they just use it as a wedge issue.
For the religious, the fetus is "innocent" whereas the woman is stained by at least original sin. To them, the fetus outranks the woman "spiritually", and is therefore worth more.
The sexist Republicans see the woman as a simple breeding machine to continue their genetic line. They don't want the women to have control over their own bodies once impregnated.
I don't really understand how any woman could vote Republican. It's voting to lose control over the process of birth, that takes place in women's bodies. Not only that, but the woman loses control over at least 17 years of her life, when she'll be responsible for the child she was forced to bear. I can only assume Republican women don't give this a lot of thought, or are past childbearing and don't care.
