It is not a lie. Had you watched the debates you would have heard it. Most people did. The remark about "Meeting a Global Test". That's giving Chirac a veto.

When you say "France and Russia", then I assume you mean the national treasury. Who exactly was being paid?

Chirac, Putin, and Annan. Go to news.google.com and put in "france kickback" and you should find ample material to improve your usual lack of awareness.

And speaking of corruption, what happened to the $billions in oil revenue unaccounted for since Bush occupied Iraq?

There are no such items. But it is a nice try to change the subject.
