From an economic perspective, with no special personal knowledge of China, I agree it would be most sensible for China to change to a "two-child policy" within a few years.

This will still leave a new problem for China in providing for a population with a large percentage of elderly persons at a future date.

I hope China proves more adept at investing their foreign exchange surplus than have previous mercantile economies. An annuity from this surplus could ideally provide sufficient retirement income for the elderly. I think their current major investment in US Treasury Bonds is a dubious strategy long-term.
