IMO there should be strong laws against action that disenfranchises someone of their right to vote, just as there should be strong laws against voting twice.

Personally I think don't think it is wise to trust anyone on that level. (if by provisional voting you mean allowing someone else to deliver your vote for you, especially a stranger)
