By what legal right and to what legal process should the UN have and excercise this power?

Legal right? It should be in the UN charter that the UN is responsible for liberating populations that are oppressed and enslaved by their own governments. The NK status quo (where Kim rules by the gun as opposed to by his people's will) should be illegal. Remember, this is my fantasyland UN, not the current group fishbowl UN.

When the North told the South to stop with the slavery, we had a civil war. Imposing one's will on someone else usually ends up in a fight. There are other ways to get what you want without hitting people with a big stick.
