Liability is not the problem. The problem is estimating how much
vaccine will be needed. Manufacturers will often manufacture much more vaccine than is needed resulting in a big loss.

It's not be covered up.... What's being covered up is the fact that congress has passed the bill, but Bush hasn't signed it. Shouldn't the flu be considered a weapon of mass destruction and isn't Bush responsible for protecting the American people. Flu causes the deaths of an average 36,000 Americans a year... Bush effed up!! AGAIN!!
