This law, passed at Hillary's demand, sounded good at the time, as it was a government program to inoculate every child. Unfortunately, as most government programs, a cost per inoculation was set so low , and has not risen with costs, coupled with the individual and class actions suits by wealthy friends of Kerry/Edwards, either the vaccine companies were bankrupted or no longer wished to provide the vaccine for economic reasons. There is no liability clause in the law, to my knowledge. Often, in the last several years many doses of the flu vaccine were dumped, as they have a short shelf life
and may not be the flu vaccine necessary the following year. This at great cost to the producer This problem has existed long before President Bush took office. As for purchasing drugs from Canada one cannot know if the drugs are real or counterfeit, as they sometimes come from foreign countries with no provenance.(personal experience) Fancy package, no guarantee of efficacy or who manufactured the drug. You takes your chances. If we do receive flu vaccine from Canada it will be tested under US standards before acceptance. To answer the question why do we have this problem, if the Government, no matter who is responsible, overordered 50,000,000 inoculations to be safe and then had to dispose of them unused at a cost of say $10.00(low) each or $500,000,000(our tax money) there would be screaming in the halls of the opposition party of waste.

Well, I am not a lawyer, but I remember discussions a year or two ago about vaccines and how there will ALWAYS be a slight risk of the vaccine causing a problem in a small number of people and that there was NO protection for the manufacturer even though the risk was STATED UP FRONT. On the other hand, you are also right in that it is a guessing game as to how much to order. jdn
