He is definitely a figure head. He probably has gotten credit for way more than he deserves. The organization he is head of would probably promote someone else into his position if anything happened to him. But, by giving the terrorists in Falujia a specific identity (followers of Zaraqawi) we are able to maintain a focus.

He is, btw, a serious enemy and I hope he is taken out soon. It would mark a turning point.
