While GWB does not want to accept responsibility for anything, one of the real powers of the president is to do a little arm-twisting in the national interest. Reagan was a master at this, as ws LBJ, Clinton, Nixon, even Ford.

If the President wanted to deal with a pending flu vaccine shortage a couple of year ago, I don't doubt for a minute that some instructions to his lieutenants to get the word out that domestic drug companies that take on the task of producing some more vaccine would get a public thanks from the President would not had effect? Nonsense. I am not talking about payback, only mild coertion..what President's need to know how to do.

The whole "tort liability" angle for this shortage won't stand up and anyone who claims it will see that, per your articles.
