In fact, The Democratic and Republican parties have hired an army of attorneys in preparation for what is expected to be a close and possibly hotly contested battle between President George W Bush and Democratic senator John Kerry.

Both camps fear a repeat of the 2000 election debacle in Florida, which was embroiled in a controversy over punch-card ballots that often failed to clearly show which candidate's name was punched out.

The confusion left the US without a clear winner for 36 days until the US supreme court, in a controversial 5-4 decision, halted a recount of Florida ballots, giving Bush the victory over then vice-president Al Gore.

With polls showing Bush and Kerry locked in a dead heat with 16 days to go before the November 2 election, several political observers believe the winner might not be declared on election night.

"If it is a close election in any one state, it may be days or weeks before we know who the actual winner is," said Tom Josefiak, general counsel of the Bush campaign.
