Another Karl Rove tactic is to embrace and extend conspiracies. That is, when he knows that there are unpleasant facts to come out he will have one of his own people launch a preemptive disclosure that is so extreme and so implausible that it throws the whole investigation of legitimate problems off.

I can't say Rove is behind this conspiracy, but he isn't helping to quash it either.
