Not a surprise for several reasons. 1) The Israeli American alliance has been supporting some sort of Shi'ite diplomacy, to contrast the conflicts with Zaraqawi type Suni radicals. 2) The Shi'ite radicals in Iraq were subdued by Iranian Shi'ite scholars who expect the US to focus its attention on the Suni problems in the North, while they gradually assume power over Iraq in through more diplomatic means. 3) There is a strong movement for democratic reformations in Iran and even though we view them as a threat, from their perspective it is better to be viewed as an up and coming world power that is part of our same peer group in the Global comunity. 4) They know what to expect with the Bush Admin. From their perspective, Kerry is a wild card at this point.
