I noticed this recently, and Josh Marshall reminded me of it:

Day One: President Bush accuses Sen. Kerry of using "shameless scare tactics."

Day Two: Vice President Cheney says Sen. Kerry isn't "tough and aggressive" enough to stop terrorists from exploding a nuclear weapon in an American city.

I had the unfortunate bad luck to see an interview between Sean Hannity and Cheney. First, on a number of occasions during the interview, I thought Hannity would swoon........he was that enraptured with Cheney. It was sickening.

And of course, he fed line after line to Cheney. Cheney repeated what you pointed out above.......that Kerry wasn't tough enough to stop the terrorist attacks that were on their way. What Cheney doesn't realize........you don't have to be tough, just clever. Clever and the Bush administration, of course, being an oxymoron.

People sit and watch this merde and suck it right up! Disgusting!
