The crisis was made by Californians. Californians hoped that an outside force would bail them out. There was a cap on the sales price; long term purchase contracts were prohibited. It was a system that Democrats in California government loved because it appeared to benefit their constituents by holding down end user prices. As with all government tinkering, intervention and price caps did not turn out to be the panacea that they were intended to be.

If a patient came in and asked you to sew their jaw shut because they would not stop eating, would you respect them? Would you respect them more if they just fixed their own diet? It is kind of obtuse, but does it convey the point?
