Inherent problem with democracy is that it assumes the voter can vote intelligently. Unscrupulous politicians, like Bush and his advisors (mainly), take advantage of public misconceptions and irrationalities, getting support from the lowest common denominator.

It's amazing that so many Bush supporters could be that misinformed about the facts in the face of the 9/11 Commission report, which stated

The reports describe friendly contacts and indicate some common themes in both sides' hatred of the United States. But to date we have seen no evidence that these or the earlier contacts ever developed into a collaborative operational relationship. Nor have we seen evidence indicating that Iraq cooperated with al Qaeda in developing or carrying out any attacks against the United States.

Note especially question 16, which states:

Please select what you think is the best description of the relationship between the Iraqi government under Saddam Hussein and the terrorist group al-Qaeda.

75% of Bush supporters thought that Iraq either gave substantial support to al Qaeda (55%) or was directly involved in the 9/11 attacks (20%). Meanwhile, only 30% of Kerry supporters had one of those misconceptions.
