I have. Although his party was officially secular, when pressed by foreigners he made a show of Islamic piety to win sympathy. It doesn't matter whether it was for PR reasons. BTW the Al Qaida jihadis who attack America may have a pretty shallow level of piety as well - recall that the fellows who gave their lives in the 911 attack hung out in topless clubs, drank and smoke. Nevertheless they were Muslims and so was Saddam.
