Correct, that is because the administration choose to use Afghanistan as its benchmark model for military action. When, however, senior military people with longer experience than the ones Bushies were listening to were saying Iraq is more like the situation in Kosovo and Bosnia. With Afghanistan as the model troop requirement were about 14,000, but with Kosovo and Bosnia the numbers were 480,000 and 364,000, respectively. Powell told the president repeatedly, "Are you prepared to own Iraq." Clearly, the president was not prepared. Bad planning, bad president.
