I agree completely... and this is not 'brain surgery', it's just a few common-sense practices and rules.

The problem is that the major political Parties stand in the way of reform.

Iowa has just a few more rules for this process: as you note, districts are kept as compact as possible, and as even in population as possible... but they also try to not split counties up (except when absolutely required by the first two rules.)
