You won't like my ideas but here goes. I would write into all trade agreements that we will not import from acountry that is reckless re the environment and that don't adhere to some minimum standards with regard to labor. I would put private health INSURERS out of business and establish a national health insurance. I am convinced that this would save about one third of our medical costs and thus lower the cost of doing business in the US. These initiatives would not necessarily solve the problems but they sure would help.
