I also heard that South China Sea crude is low quality and quite costly to process, which is one reason for China to go elsewhere. I wonder what price level would make it economical, plus the cost of offshore infrastructure? Is any of the damaged North Sea platforms rebuilt with crude price at current levels?

That is East China Sea, not South China Sea, and it is a gas project. Most likely Shell and Unocal Corporation have been pressed by Japan for the pulling out.
