The report evaluates President Bush and Senator John Kerry on six key policy issues and finds President Bush scoring higher than Senator Kerry in promoting independence for women. "A pro-woman agenda is one which returns power to individuals instead of growing government's power," said Carrie Lukas, IWF's director of policy and author of the report. "President Bush has an agenda that generally moves in the right direction while Senator Kerry too often expands government at the expense of individual freedom." President Bush received an overall grade of B- while Senator Kerry received a D. The only A was given to President Bush for his current and future proposals on tax policy. The report card found both Bush and Kerry have dismal records on government spending, both earning Fs. "President Bush gets high marks for having an agenda that includes comprehensive tax reform, Social Security reform that would give women the option to put a portion of their payroll taxes in personal retirement accounts, and for reducing regulations that limit workplace flexibility," said Lukas. Candidates were graded on their tax policies, government spending, workplace regulation, education, healthcare and Social Security. An overall score was calculated based on an average of their grades in these issue areas. "Both candidates need to remember that dependence on government is not independence." Lukas added.iwf.org
