If the Canadian gov't was smart they would deem Noranda, the Oil Sands, Sask Uranium strategic assets and forbid ownership in excess of 49%.

Besides, you never answered my question:

Can a foreign company buy MinMetals?

Since you know the answer I'll then give you the conclusion:

The playing field is not level so the deal is unfair and MinMetals should pay a decent premium.
