The threat began in 1996 when the operation was planned. How is there not a threat when the hijackers are entering the country in 1998 while Gore is Vice President? I don't remember Clinton and Gore doing anything after OBL publicaly issued a FATWA religious war against the U.S. There were no changes made at INS. There were no changes made in Airport Security. In fact all 19 hijackers entered the country while Gore was Vice President.
