"Country" means those in power because there is no such thing as a country having a mind. They want serfs. They want obedient mindless slaves to those in power.

Those in power want taxes paid so they can spend the money on themselves and their supporters.

Those in power want to see the citizens bowing and saluting.

They want the captive audience to obey.

Those in power do NOT want to confer property rights on people and leave them alone to live in freedom.

They talk freedom but they are not serious.

But countries which provide a closer approximation are those to which people move if they can. They leave Stalin's USSR and head for West Berlin. They hope to cross from Cuba to the USA. They try to get from Iraq to New Zealand.

They leave New Zealand and the USA and go to better places; better being for the things those individuals are seeking.

You have it back to front. The citizens will choose the countries, not the reverse. A country might want a particular citizen, but the citizen will only go if they think the suitor is worthy.

The USSR and China used to keep their citizens prisoner. The citizens had to escape if they could. Not many people are escaping to North Korea.

Anyway, you are wrong. I can choose to live in a lot of countries. They in fact do want people like me to come and spend time and money there.
