You are simply wrong.

Actually he is quite right. Reagan did take some hard lines, but he also went against the hard line stances in a number of key areas that people like Kirkpatrick Weinberger, Casey et al were championing. Reagan was also able to be convinced to take a softer stance at times. The elimination of the wheat embargo is one example.
