When something is 1/10th as plentiful as gold, cost mucho moolah to mine, has many industrial / scientic uses, is adored as jewelry in China, India, and Japan, only seriously available from within one political entity (SAfrica), and experiences no Central Bank hoarding, it then is a good value-maintaining medium of exchange.

I think of the physical metal hoards as private central bank reserve, not for sale under ordinary circumstances, and their daily exchange value is not relevant to decision of maintaining the hoard.
