I thought about this some more this morning.

A Special Forces Group with all of its usual supporting firepower is a wonder to behold.

The 10th SF is the unit that effectively took the fight to 4 Iraqi Divisions in the North with less than 480 men on "A" teams. Those A Teams inflicted a helluva lot of pain.

Confronted by 480 Green Berets in Humvees, 50,000 Iraqis in tanks thought it was an unfair fight and fled.

Most of the manpower for the insurgency is believed to come from those 4 divisions.

The announcement is likely part of a broader PSYWAR effort.
"Hi, Just wanted to let you I'm coming for another visit", seems like a good starting message to me.
It would be effective as a demoralizer to the bad guys while having a strong positive effect on friendly Iraqis.
