Enron was a criminal enterprise. Regarding the debacle with California energy deregulation, it was the deregulation laws which created the opening for disaster to occur. In reality, it was not deregulation, but a screwed up change to regulation. As for corporate crime, you may observe that all the white-collar crims that are being caught now....what were they doing during the Clinton administration? The answer is that they were doing their crimes and getting away with it.
