I'd WAG the probability of your scenario in the very low single digits or less. Whether that's what you'd call a "serious" probability or not, I don't know. If it happened, its impact would certainly be "serious." But not existential. And I'd WAG the probability of any of those dirty bombs resulting in the "loss" of a city at pretty close to zero. Stricken, not lost. Catastrophic, not existential.
