What UN officials are claiming is a total crock. France, Russia and China were all working hard to weaken and lift the sanctions - and they had billions and billions of reasons to do so, as we know now. Remember what happened to Colin Powell before Sept 11th when he tried to get 'smart sanctions' through the UN? All the top UN officials who dealt with the program are deeply implicated in this scandal, as is Kofi Annan. Chris Duelfer is the one to believe here.
