Just donating to charity would place Kerry into the "give a man a fish" category. Kerry works to change the environment so that all can suceed. When Junior was governor in Texas he cancelled most help for the public and turned it over to private religious orders where the recipients had to pretend to convert to right wing christians before they could get any assistance.
