I have no idea, but I don't see how meeting with ambassadors in a social setting would trigger any requirement to report.

The area of Georgetown where Kerry lives is where all the ambassadors live. He probably rubs elbows with them at social functions on a regular basis. Socializing is part of their job.

They even have parties where members of the general public can come to the embassy for this and that, although I've never done so. I don't live in Georgetown, for one thing. The parking is horrendous. This is where chauffeurs come in handy.
